ALLEnvi - A Global Scientific Outlook for Environmental Research

ALLEnvi (Food, Water, Climate, Territories) is the fourth alliance after AVIESAN for health, ANCRE for energy and ALLISTENE for IT. Officially launched last February, ALLEnvi is briefed to meet the environmental challenges facing humanity. Unfortunately, until now French environmental research, one of the mainstays of the National Strategy for Research and Innovation, has been scattered, although it cannot be addressed severally, . "It needs a global scientific outlook at the European level," said Minister for Research Valérie Pécresse. This explains why ALLEnvi with 12 keys French scientific research players in food, water, climate and territories is so important. ALLEnvi President Roger Genet, who is also CEMAGREF General Director, talks about the new alliance for the environment that will rely on 11 thematic groups.

BE France - Could you briefly remind us what the Alliances are?

Roger Genet - With the recent creation of ATHENA, there are now 5 alliances focused on the human and social sciences. Their purpose is to coordinate the main stakeholders in a field to design thematic research and development programs consistent with the national strategy and backed by all the members of the alliance. They are also briefed to help ANR (French National Research Agency) put together its programming thanks to the design of scientific and technical roadmaps. The alliances also coordinate the actions of the French research stakeholders in European initiatives.

BE France - Why is there a special alliance for the environment?

Roger Genet - With INRA, CNRS and several other research organizations, we realized that the available forces in environmental research in France are totally scattered. Although public policies on this issue have been emerging for more than ten years, particularly because of the impact of the societal stakes involved and the international impact since the 1997 Kyoto Summit, France does not have a large organization that addresses the stakes specifically. Actually, this is true worldwide. Consequently, research is broken down according to approach to the issues, with an agro-environmental focus for INRA, an earth sciences focus for INSU, or an approach covering water and the sea for CEMAGREF and IFREMER. Given this situation, in 2033, with our partners of the 187 Program called 'Research on the management of environments and resources', we began to think about a program that would come under the constitutional bylaw on budget acts (LOLF) that has been proposing a strengthened coordination of the operators in finalized research since 2003. The creation of the ALLEnvi alliance will allow us to broaden the consultation process and improve the coordination of all environmental research in France to address the major issues facing our society more efficiently.

BE France - Where does the ALLEnvi alliance now stand?

Roger Genet - 11 thematic groups and 3 cross-issue groups have been set up to cover all environmental research. Representatives of the 12 alliance partners participate in the groups. Aside from the founding members, numerous other organizations, including ANDRA, CNES, IGN, INRIA or SHOM, have joined the alliance as associate members. One of the three cross-issue groups focused on perspective planning is already working on the definition of a joint position for the ANR and on its 2011 programming. The point is to foster the emergence of the number one priorities for research. The alliance is also preparing the accreditation of projects under the government bond program. Generally speaking, ALLEnvi will become the government's main partner for the development and rollout of actions under the post-Grenelle policy.

BE France - What concrete changes do you expect with the creation of the alliance?

Roger Genet - Until now, we have been working with all the partners in the alliance but also bilaterally. Program 187 that does not include some of major partners acted as coordinating entity. However, until now, we have never managed to have a group discussion about the alliance will allow us to do. So, we have taken a major step forward because now we have a more efficient coordinating entity. So, we will start a thoroughly constructive discussion with all the other partner organizations to deploy the National Strategy for Research and Innovation and identify the priorities for environmental research. This should strengthen our means of action.

The alliance should also clear the way for a clearer outlook on the articulation between the major research operators whose brief is more academic and societal demand that CEMAGREF, BRGM or IFREMER address more specifically. As President of the alliance on environmental research, what I expect from ALLEnvi is a stronger and better coordinated contribution of France to the construction of European research, especially through initiatives such as the European PEER (Partnership for European Environmental Research) network that brings together 7 European research organizations, including CEMAGREF.
